Convention Update from Chairman West: COT

Convention Update from Chairman West: COT

2020 Texas GOP Convention logo

Delegates and Alternates –

On Sunday, July 19th, the convention body voted to postpone the business of adopting the Rules and Platform to a 2nd convention, and to create a 10 member advisory committee tasked with advising the Chair on a new location, date, and time and other details they deemed appropriate in regards to that convention.

The 10 member committee met on July 25th, took testimony, and after 2.5 hours of debate, crafted a recommendation to submit approval of the reports of the permanent Rules and Platform committees without amendment to the SREC, with the delegates voting on each plank as well as the 2 minority reports pursuant to Convention Supplemental Rule 9(c). You can find the entire committee recommendation HERE

While we find ourselves in a most unique and unwelcome challenge, it is nothing that we cannot overcome together!  As Chairman, I was elected to represent the voice of the Texas Republican grassroots and nothing could be more important for me to uphold. I cannot, and will not, assume the thoughts and intent of the delegates in the passage of this motion. However, RPT Rule 33a vests in the SREC the responsibility to select the time, date and place of the convention. Therefore, I would like the delegates themselves to weigh in and either vote this recommendation UP or DOWN to provide direction to me and the SREC on this matter.

If the delegates vote to accept the recommendation from the committee, then, at the SREC meeting on September 19th, I will recommend to the SREC to approve, without amendment, the reports of the Rules and Platform Committees, pending plank-by-plank voting by the delegates, including the two minority reports. Those planks that receive at least 60% of the votes, and minority reports that receive at least 50% of the votes, will be included in the 2020 RPT Rules and Platform.

If the delegates vote to NOT accept the recommendation, we will work on a plan for Regional in-person conventions that can facilitate the completion of our business before the November election.

We will be sending additional information for the up or down vote regarding accepting the recommendation shortly. Thank you for all you do for Texas.

Steadfast and Loyal,

LTC Allen West

Important State Convention Update

Important State Convention Update

Greetings Texas Republicans,

We still have unfinished business from our convention that requires our attention. We must reconvene our convention to address our Rules and Platform. Our previous assembly decided to select (10) individuals to form a committee to decide our way forward. Individuals were nominated and delegates had the opportunity to “upvote” the person they thought should be on the committee. We have contacted those individuals; when someone declined, we went to the next highest vote getter on the list. Their task is to make a recommendation for our reconvening.

Per the motion, I have been selected as chair of this committee. However, I am declining this position as I want to allow the committee to do its work independently. The highest recipient of votes who has agreed to serve is Deon Starnes. She has a wealth of experience with our convention process and the committee will be well served by her leadership.

I look forward to reviewing the committee’s recommendations and leading the work on a convention that will complete our important business. In the meantime, we will continue to function and operate under the Rules and Platform approved at the 2018 Convention until completion of our own Reconvening Convention.

Online State Convention Update

Monday, June 14th, 2020

Dear Convention Delegates & Alternates,

The State Republican Executive Committee voted tonight to move our State Convention online.

We thank our incredible team of attorneys for their valiant work, fighting for our right to hold our Convention in person in Houston until all legal remedies were exhausted.

We have had a wonderful start to our State Convention week in Houston with the Temporary Rules, Platform, and Legislative Priorities Committees meeting in person. We look forward to continuing our important work this week in an online convention, including adopting our Platform, electing our Party leaders, electing our National Delegates and Alternates and the pinnacle moment of electing the Presidential Electors who will proudly cast Texas’ 38 electoral votes for President Donald J. Trump.

Let’s dive into a few key topics.

HOTELS

If you booked a hotel room through one of the RPT room blocks, your reservation will be automatically canceled Tuesday morning and any deposits will be refunded. Please allow time for the hotels to process the refunds. If you booked a room outside of the RPT blocks, you will need to contact the hotel to cancel directly. In addition, if you are serving on a temporary committee and have already checked in or are due to check in today, your reservation will still be active. Since all rooms will be canceled automatically, if you are still traveling to Houston and in need of a hotel room please contact Katie Hrkman at kshrkman@michaelbest.com, and she will work with you to get the reduced rate.

TRAINING

Knowing that tomorrow is a runoff Election Day for many jurisdictions across Texas, we will hold our first training session when the polls close at 7:00 PM CT Tuesday night. Chairman Dickey will personally lead four live trainings that will walk a delegate through a Senate District Caucus utilizing the Zoom platform and the Meeting Pulse electronic voting system. This online Convention experience training will include how to download Zoom, how to log in to Zoom, how to use the chat and chat functions in Zoom, the purpose of the waiting rooms in Zoom, the mute/unmute system in Zoom, how to access Meeting Pulse, how to use Meeting Pulse, parliamentary procedure overview, and more.

Below is the live training schedule:

  • Tuesday, July 14 at 7:00 PM
  • Wednesday, July 15 at 10:00 AM
  • Wednesday, July 15 at 5:00 PM
  • Wednesday, July 15 at 9:30 PM

To support the live training, we will have a video of the live training available for delegates, tutorial videos on each step mentioned, and downloadable reference documents with images related to the instructions.

Watch for an email tomorrow ahead of the first training session with more details.

EMAIL COLLECTION

There are two ways RPT will have your email as a Convention delegate or alternate. The first, RPT has 100% of the emails for those who registered for the Convention. The second, when delegates and alternates are elected at their local conventions, we have those emails provided in the documents sent to us from the local County and Senate District Conventions.

If someone has not been receiving information from RPT that could mean that their County or Senate District did not report their email or there may have been a typo at some point. It was required that every person who registered provide an email address, and everyone who is registered has an email associated with their account. If they registered and they haven’t been receiving emails that could mean there was a typo, they have unsubscribed from our emails, or our emails are being sent to spam.

If anyone has any concern about whether they are receiving emails from the RPT about Convention they should email convention@texasgop.org or, if they have registered, they should please log back into their account and ensure the proper email address is there. RPT, SREC Members or County Chairs are authorized parties to collect your email address.

CREDENTIALING

Every elected delegate and alternate will be assigned a unique credential to use to log in to Meeting Pulse and vote during caucuses and general sessions.

If a delegate or alternate is concerned about that credential being provided over email or if they do not have an email account, they can contact the Republican Party of Texas at (512) 477-9821 to discuss secure receipt.

We will have more detailed information regarding the credential process in upcoming emails.

SCHEDULE

As we have reported, our Convention schedule will stay intact in an online convention format. This means that our caucuses and general sessions will begin as scheduled on Zoom.  We are working diligently to keep our events as intact as possible in an online setting. We will have more information about those events and the possible refunds in the next two days.

We will have another update for you tomorrow.

Thank you again for your willingness to serve as a State Convention Delegate or Alternate!

Sincerely,

Chairman James Dickey
Republican Party of Texas

Update from Chairman Dickey, June 2020

Dear Fellow Texas Republican,

I hope this update finds you and yours healthy and safe. It was another busy month for the Republican Party of Texas (RPT) as we held local Conventions across the state and prepared for our State Convention. The RPT continues to work diligently while also navigating the uncharted waters due to the Coronavirus pandemic.

In June, Senate District and County Conventions were held across the state. I had the opportunity to attend several conventions across the state. Thank you to our County Chairs and Temporary Convention Chairs for their hard work in executing these conventions while ensuring delegates safety.

RPT staff and the Committee on Arrangements has been working tirelessly to prepare for our in-person State Convention in Houston from July 16th-18th. In June, we held several State Convention Update Town Halls to provide updates and answer questions. If you missed the Town Hall, visit our YouTube channel to watch the updates.

I also had the pleasure of hosting zoom interviews with several of our Republican nominees. It was great to learn more about what has motivated them to run for office. If you missed the interviews, watch them here!

Vice President Mike Pence and Dr. Ben Carson visited the First Baptist Church Dallas for the Celebrate Faith and Freedom event.

This past month we also announced that we have successfully achieved our goal of registering 100,000 new Republican voters. By achieving the goal of registering 100,000 new Republican voters, the Republican Party of Texas is one huge step closer to electing Republicans from the White House to court houses all across Texas in November 2020! We are excited to have met our goal, but we still need YOUR help to continue to build toward victory in November! We have set a new goal of registering a total of 120,000 Republican voters. Join the RPT’s Volunteer Engagement Project to help us keep Texas RED!
